Peel Inclusion Resource Services:

Peel Inclusion Resource Services (PIRS) is a new partnership between the Region of Peel and several community agencies, including Peel Children’s Centre, to provide special needs resourcing in order to facilitate early intervention and successful inclusion of children with special needs in licensed childcare programs. PIRS replaces the program formerly called Preschool Services.

The objective of the PIRS model is to ensure that all licensed childcare centres in Peel have equitable access to the tools and resources needed to provide inclusive child care services. PIRS strives to ensure that all children with special needs and their families have an opportunity to participate in quality childcare. The model is consistent with principles and evidence-informed practices related to inclusion and early child development.

Who is eligible for these services?
Children who are eligible for PIRS typically have the following characteristics:

  • attending or on a waiting list to attend licensed childcare in the Region of Peel,
  • parent/caregiver or childcare provider has concerns about the child’s feelings, behaviour or social relationships, and/or
  • the child’s growth or development are significantly delayed.

What does the program do?
Each licensed childcare centre in Peel is supported by a Resource Consultant from one of the partner agencies. When a child is identified as potentially having a special need, the Resource Consultant meets with the child, parent/caregiver and childcare provider to assess and discuss the child’s needs, using a PIRS screening tool.

The Resource Consultant then works with a team consisting of the childcare staff, parent(s)/caregiver(s) and professionals who are providing service to the child to develop an Individual Program Plan (IPP) for the child. The team includes a range of professional disciplines that reflects the child’s needs.

The type, level and length of service are individualized to meet each child’s needs and achieve the desired outcomes/goals. Services could include: program consultation and adaptations; staff/provider and parent training; individualized support per the child’s IPP; home visits; coaching and mentoring; enhanced classroom support; service coordination and referral; and support with transitions from preschool to school.


How can you access these services?
Access to the PIRS Resource Consultant is obtained by requesting a referral through the supervisor of the Peel licensed childcare centre, or by calling PIRS Intake at 905-791-7800 ext. 7627. Information is also available on the website of Child Development Resource Connection Peel.
